Origin launcher won't update, EA app won't install

decided to play sims 4 today,  Nope.

Error code 20:403  goes to offline mode prompts to get EA app.

Clicking link does nothing, no EA app d/l

Go to website EA.com, get app manually.

click the file,  opens origin launcher, offline mode, prompts to install EA app.

click the install button.

Nothing.

Also can't seem to find a means to open a ticket via the website.
