Urgent Technical Escalation - Persistent Performance Degradation in FC 26

I am attaching my DxDiag file and I demand an immediate technical investigation. My laptop (i7-13620H, RTX 5060, 16GB RAM) is more than capable, yet FC 26 is causing my CPU frequency to CRASH from its normal speeds down to a stagnant 2.2 GHz. This results in unplayable lag and stuttering.

I have contacted ea.help multiple times and was previously ignored. Do NOT send me generic troubleshooting steps. I have already: formatted my PC, performed clean driver installs, and optimized every setting possible. Other AAA titles like COD and Valorant run perfectly with high FPS and stable frequencies. This is strictly an optimization or Anti-Cheat issue with FC 26. Analyze my logs and explain why your game is throttling my hardware to 2.2 GHz. 

I have strictly followed every possible troubleshooting step recommended by EA Help and the gaming community, yet the issue persists. I have performed a full PC reset, tested the game on both Windows 10 and 11, and tried multiple NVIDIA drivers (including the latest versions and older stable ones). I also disabled all non-essential Windows services, tested every combination of FPS/Hz settings, and toggled V-Sync ON and OFF with no success.
