Without doing any of the pirate feats; I'm pretty sure it's not possible....on hard mode anyway, no idea about easy or normal.
If you're 12.8, you'll be doing the latest raid and aiming for GL Hondo. So, it wouldn't be a waste as such to use the resources on pirates.
I think I'm 9 over redcrate without doing the Pirate Hondo or JMMW boss feats. I haven't done the blobfish (Quiggybolb?) nor the one to keep 2 pirates alive. I also couldn't get the BH feat on the last boss.
I should be fine then I hate the pirate faction so Im not farming it until after I get Bylon I just got Ashoka GL I'm tired of farming mediocre teams that they try to force on ppl.... Bylon seems to have more uses for me personally
