There are definitely some bugs with the attempt to inflict feats. It’s only counting when the debuff lands not the attempts like stuns in sector 2 and stagger in sector 3
Many debuffs are inflicted after damage, so if the damage would kill the unit it wouldn't try to inflict the debuff and wouldn't count. - scuba752 years agoLegend

Exactly, wording counts! If a toon gets 'inflicted' how does that not meet the requirement to 'inflict'?
Also, I don't play NS so I can't compare plague feat, does any NS spread it passively that is not counting?
Unfortunately it is the way CG codes stuff. Many debuffs that spread or applied when something happens to the enemy are actually (coded) applied by the enemy unit and not the player unit. "Captain_Drogan;c-2443387" wrote:

Your enemy is appying the doubt to thier allies
where as Bastiall is applying evasion down to enemy without the fear marker
the one from when fear expires is coded for her to watch for the fear_expired marker and then she applies the evasion down

TLDR; they are coded differently so they count or don't count as programmed

When you use Malgus' third special, he applies doubt to one enemy character, this is an "active' application of the debuff. The doubt that spreads between units afterwards due to Malgus' unique is not applied by the player (passive) and therefore doesn't count towards the feat.
BSF's fear is inflicted on the target enemy and one other random enemy, but also all other enemies are inflicted with evasion down as per her kit, this is an active application and that's why all of them count.

When enemy drops below 50% they apply a markerdeathmark_revan_marker
when DR sees this marker applied he applies Deathmark

Right, missed that....
So, if you look at how Fear expires it's by getting damaged from an attack, which is likely coded as "counting" towards the feat because the player is actively causing the Fear to expire... That's my best guess anyways...
