No it isn't. With mods, yes, they are there (onlyabidoang found it out). Without them, no.
So, my suggestion is simple: make the aging up cheat available to everyone. So it doesn't need any mods to unlock.

The fact that the Sims doesn't have a bigger focus on fighting is a big surprise to me. Fighting and conflict play a huge role in the human experience, so the fact that it takes such a low tier in importance is surprising to me and should be fixed. First of all the ability for someone to win a fight should be more cut and dry. The amount of fat a sim has and the amount of muscle should be taken into consideration along with fitness skills. A thin sim shouldn't be winning a fight against a big and muscular sim. Fitness skills should also be able to decrease the longer a sim goes without working out at all. Also, occult stats should be taken into consideration to determine who wins the fight. For example, werewolves, and vampires could have a separate bar that adds value similar to fitness skills that determine if they would win a fight, all the occults should since spell casters for example would presumably use magic in a fight giving them an advantage. A martial arts skill should also be added, which would add value to fights in a similar way to fitness skills. The martial arts skill would come with its own expansion pack similar to Sims 3 where tournaments could happen. Sims 4 overall needs a fighting overhaul, and fights should be able to have a predictable outcome. For example with spell casters, you can have the duelist perk and still lose to amateur spell casters, how does that make sense? If you are able to do this, it would add a whole other dimension to the game as it would allow for training sims to be able to defend themselves, or for evil sims to have the power to strike fear into other sims. For role-playing purposes, a good fighting system is very important and you would undoubtedly make a ton of money off an expansion pack like this. Kids could train to beat a bully, your sims could train to beat a robber, good sims could train to fight evil sims, and a new career path would be to become the best fighter in the world, the possibilities are endless. Look at how popular Cobra Kai and Bruce Lee movies are in the modern world, the Sims need that. Please consider it, and if you do move forward with it please factor in occult abilities as well, occults should have a physical/ magical advantage in a fight. Below is what I believe should be the system in Sims 4 regarding who would win in a fight or not in general. All the points together would add up to fighting strength and the one with higher fighting strength would win the fight whether its a duel a regular fight or a lightsaber fight.
Body-Height: Short: 1, Average: 2, Tall: 3 (Taller people generally have a physical advantage due to reach and larger frame and ability to accumulate more mass whilst maintaining athleticism.)
Body-Fat: Low: 1, Average: 3, High: 2 (It is best to have average body fat for a good balance of mobility, durability, strength, and energy.)
Muscle: Low: 1, Average: 2, High: 4 (Muscle is tough to build so a person who has a lot of it will have a clear physical advantage).
Fitness skill: 1 - 10 (Just how fit you are in general, can decrease if you don't work out at all for 3 days, this should go hand in hand with body fat and muscle)
Mixed Martial Arts: 1-10 ( How well trained you are in hand-to-hand combat)
Yoga/ Mediation: 1-10 (How good are you at staying present? Awareness and clear-headedness is very important in a fight. Seeing red does not work. Also being flexible and nimble is always helpful in a fight)
Dumb Luck: 1 -10( Some people are just favored.) This skill can be increased by having successful pranks, surviving near-death situations, or winning in a "special card game". Or you could make it a trait that adds +5 to your fighting ability. Or it could affect the probability to win a fight itself which is explained further down.
General Occult: 1-2 ( Every occult, mermaid/alien/plant person included should have a physical advantage or magical advantage over a normal sim (whether it's 1 2 or more is up to you guys.)
Vampiric Strength perk: 1 - 3 ( Could increase the number of fitness perks gained if needed increasing strength by 2 would make total strength values possible to obtain be from 2 - 6 )
Werewolves: 1 - 5 (An increase towards total fighting power by 1 for each rank up)
Spellcaster: 1 - 8(+2 if you pick master duelist) ( Every 3 perks you get counts towards 1 overall fighting ability. And picking the master duelist would technically count as 3 points, 1 for just getting the perk and the other 2 for just being a master at magical combat. So it is essentially 1 - 10 if you go the master duelist route ) ( It may seem high but look at characters like Voldemort or Gandolf, plus you can reinforce your body through magical mastery.)
Mermaid: +2 and ( if raining or fighting near the beach) and + 10 (if fighting in the ocean because it wouldn't make sense for a two-legged being to beat another being built for moving in the water.
Probability: FAS = Fighting Ability Score, S1 = Sim 1 , S2 = Sim 2| (You could change the percentages and perhaps make the difference increase exponentially instead of like this. However, our sim's hard work should be recognizable in that if they have high fighting ability points, losing should be extremely rare. Dumb luck could also affect the probability of victory so you can have characters like King from One Punch Man, who stand no chance but still win perhaps a trait that switches probabilities.

It may not seem important but a good fighting system would seriously take Sims 4 to the next level and would likely bring in new fans. The role-playing would be much more in-depth which this game needs. If you combine the conflict this could offer along with romance friendship and family expansions, things would truly get interesting. For all life on earth, conflict is an essential part of existence, look at how popular sacrificial mods are. This game needs more depth before it can be expanded even more. We need to have good vs evil and gray areas outside of the get-to-work police job. Good sims should have more opportunities to fight against evil and evil should have more options as well. I
If fighting is added the ability to create mafia-like groups could be added as a function as well, the line between family-friendly and adult would be hard to keep, but it would result in something amazing. Look at how popular amines like Tokyo Revengers are. Sims 4 needs a healthy dose of conflict, an addition of a good fighting system along with a world as an expansion similar to but bigger than Stranger Ville would be a brilliant start. Imagine a life ambition to become the strongest fighter alive and a tournament where the strongest sims go to see who the strongest is. Adding this would make training for these skills feel worth it.

π Romantic Boundaries : Relationship
These types of relationship could be accepted or unacceptable :
- Have romance with family : Nina Caliente could accept or not that her boyfriend Don Lothario has romances with her sister Dina Caliente and her mother Katrina Caliente.
- Have romance with friends : Same idea but this time with her best friend.
- Have romance with enemies : Same with her enemies.

Romancing an enemy could prove to be deadly...Life and Death. The enemy might have old baggage that they are hanging on to so you know...it might not go good...or it could go good if they are a good lover.

Although there are many things I would love to see in The Sims 4 the thing that I want & my sims need is more lots. I decided to put all the families I've created into my game & I'm quickly discovering the shortage in housing. Yes, we can create apartments but... When I look at Forgotten Hollow or Glimmerbrook or Moonwood Mill & see 5 lots I feel cheated. It is fine if most of the lots are empty & we have to build or place a building from the gallery because at least we would have the option for more sims homes. Right now I'm debating on choosing one commercial lot per venu then bulldozing all the others just to turn them into residential lots. I've already done this with Magnoli Promenade and I've booted some original townies from their homes to make room for the sims I made. I would rather not have to do this but if I want all my sims to have a place to live I don't see I have any choices. Another Newcrest would be greatly appreciated.

Event styles
I'm thinking about different styles of event that Maxis could do :
- RPG style : The current quest system.
- World disasters : Pandemic, big quake, ... anything that could temporarily change the life of every sims.
- Scenario/Lore style : Telling the story of a new NPC household or special NPC. It could be more interesting than the random households put in the worlds.
- Entertaining style : Like Sims Session, a local festival or fairground where the sims could obtain points just by having fun. Imagine your sims learning a Claw Machine skill or Dart skill to unlock rewards.

I like olive picking and would love to see a stuff pack including olive trees, and having your sims olive picking and turn it into oil, like the nectar machine.
