Game Pack pricing

I’ve been playing the base game , with only a few packs I’ve been able to purchase. I cannot afford to buy all the packs as unfortunately , it is not a game I spend 24/7 on, but love sims after a long week and needing some downtime. 
whilst playing , I had a thought - would it not make sense for the creators to make ways for people to access the packs for free ( I.e. making specific tasks , challenges to complete to unlock specific packs etc etc )? I find base game too boring to keep on coming back to, but like mentioned above, can’t afford to purchase the packs. 
would love for the creators to come up with a way for people to access the packs for free. Some people may not have the patience for it so will end up buying the packs, but for people that can’t afford it, it’s still a way to keep them engaged in the game & get something out of it….
