Can't Adopt Stepchildren

A few months ago, I noticed I was able to adopt stepchildren, but today when I tried again with a new family, the option isn't there.  The only option is adopt as care dependent, which isn't fully adopting them (they don't show up in the family tree and you can just as easily remove them as care dependent).  I have checked all of the interaction options under all the trees, and double-checked friendly and relationships, but the only option I have now is adopt as care dependent.  I tried again with a different family, different save, and same problem.  The adopt option isn't showing up anymore.

I do not use any mods.

    Can you try two things on a backup of your save

    • Can you adopt them if you change that pregnancy setting ?
    • Can another female adopt the child ?

    One of them is a grimborne, so yes, I guess having Grim in the tree would prevent that.  But the other two were twins while making a science baby as a single parents, so they only had one parent.  Parent is female, but can make others get pregnant, if that is relevant.
