I get the same issue, I made a new save too - worked fine for once and then it doesn't anymore ☹️
I had the same problem with not being able to participate in the horse competition after the first time. (Horse not appearing in competition menu.)
But I found a solution with a mod. Apparently it's the cooldown times which are buggy at the moment in the game. Until EA fixes it, this mod fixed the issue for me (but obviously causes the game to have no competition cooldowns at all). Hope it helps!
