My sim can't talk with anyone with my control

I don't know if I'm just dumb or if it's a bug in the game. I use some cc and mods in my game so they can be the cause just that I haven't tried it without yet. But my problem is that my sim can introduce themselfs to other sims but after that I can't talk or do anything with the other sim. The menu doesn't open for interactions with the other sim. It's both for in household and outside household that it doesn't work. The thing that works what I have tried is that my sim can talk with her dog in her household but not if I add someone else to the household. I tried with a different household that has lived together for most of the time I have played with it. They can't talk with each other at all.
