My sims can watch TV, but when watch the countdown to midnight is selected, my sims will wave like there is something in the way. I seen an order board post this question and eventually got an answer that it has been patched. As of me trying today it's not working at least on Xbox.

Check to make sure the TV is slotted onto the TV stand without the moveobjects on cheat. I had this issue and discovered it was due to my TV being added to the stand with MOO so I could add Xmas Decor. Sims can watch a TV even if it's floating in the air but won't do the countdown to midnight unless it's slotted on a stand or you have a wall TV attached to a wall. If you've checked this and it still isn't working for you then I'd probably submit a bug report.
