no cpus

I recently downloaded the business and hobbies pack and it made all the CPUs disappear. They do not generate in my game anymore. I have tried inviting people over to my house, going to community lots, even visiting homes that have families living there. Any suggestions to fix this? When I opened my business no one came. Makes it very frustrating to play!
