Reporting to work from a community lot

I was recently playing with my sims and had one go to work from the gym community lot. Work was from 3pm to 11pm. They left the community lot shortly after 3pm, they didn't change clothes and then were back home an hour later and had only earned $2. This seems to be a glitch, why wouldn't the sim leave the community lot and go to work for the entire time?
