Romance Interactions are missing (New Save ONly)

I started a new save after downloading the latest update. There are no romance options available for anyone in the town, so neither family relationships nor age is the problem. I don't have any mods or CC installed. I double-checked the game folder for any mods, and I didn't see any. I traveled elsewhere with my sim, still nothing. I closed and reopened the game a few times and nothing. My old saves are fine, the romance options are still there, this bug is only affecting my new saves. Any ideas on what I can do?
