I'm up to the step where I need to summon the grim reaper in the event reward, I have summoned him 3 times, twice with jet jewerly, once with a sim death and niether is triggering the event, I don't play with mods.
You are meant to summon him with the claimed item, the Grimophone. You can claim that by clicking on the cartoon Grim icon by the event details at the top left when in live mode. You can then find the item in BB in the Electronics area.
He still doesn’t show up though

Grim Reaper apparently spawned in at the far end of the neighborhood when I summoned him with the Grimophone. I had to wait for him to walk all the way to the house. (Daisy Hovel in Willow Creek and I think Grim appeared near the neighborhood garden.)
I checked all around the neighborhood in Willow Creek...I went to the BFF House, still nothing...this drives me nuts! They promise us rewards for stuff we can't finish.
Try summoning Grim Reaper to a community lot in another neighborhood if you're having trouble summoning him at home. I used the Willow Creek Archives.
Go to the community lot and open Buy mode (F2). Go to Objects By Room, Living Room, Audio and you should find the Grimophone if you've unlocked it. Put a Grimophone on the lot somewhere then go back to Live mode (F1). Click on the Grimophone and see if you can Summon The Grim Reaper.
All of that worked for me but I had already finished both of this week's quest for the event, so I couldn't test whether it will actually complete the quest task. At worst, it will get Grim Reaper out of your neighborhood and then you should be able to summon him from home.
You can't summon him more than once with the Grimophone. Once you do it from your Sims Household you cannot do it again without deleting your Sims 4 folder and repairing and starting all the parts of the quests all over. Unless what you wrote is a loophole but I doubt it. I'm not doubting you. I'm doubting the game itself. I will try it in the Willow Creek Archives. Just to check because that is the last thing I need to do for the week. I will report back.
It is as I expected. Once you summon him, you can't summon him again, even on a community lot, I guess I will have to put another sim in my household and kill them and see if that works. I suspect that will not count as part of the quests though. I'll report back.
<sigh> I forgot to add a sim to my household and the death cheat killed my sim. When I went to reload my save the quests were gone again. Looks like I'm starting over. And by starting over I mean deleting my Sims 4 folder, repair and launch. I've basically lost all of my rewards because they are already claimed. This is madness! Are we having fun yet? NO EA! Don't save your game and reload. I've heard you need a new save every week and they're absolutely correct because you can't save until you are done with the quests or all the quests disappear (again.) Do not use mods either. Quests will not appear!
I've already summoned Grim Reaper twice at home, using the same Grimophone, and the command is available to summon him a third time. The command did disappear while Grim was in the neighborhood. It reappeared but was greyed out for a long time after he left. Apparently, there's a cooldown and I think it's probably 24 hours by the game clock.
I also summoned Grim to the Willow Creek Archives, as I stated above. It's impolite to imply that I'm a liar.
