[W] Werewolf not destroying during rampage + infinite rampage

I have a double here, where not only do my werewolves get stuck in an infinite rampage loop, but they're not doing much at all during the rampage to begin with.

My rampaging werewolf will replay the 'rampage' animation several times, resetting the clock on the moodlet, and will do so multiple times in a single rampage ensuring it doesn't ever end.

This would be a bigger deal, but the werewolf isn't really doing much at all during the rampage to begin with. They'll scavange the ground, mark territory, and howl, but otherwise not ever move or destroy anything. I feel like this is a bug, because the rampages are now extremely boring and repetitive.

I do play with mods, and though this would be difficult to test without mods I'm willing to try
