Go to the gameplay options. In there untick a option called Fill Empty Homes. Then sims won't move in.
The game still keeps generating new townies (but does not move them in). Only mods can stop that unfortunately. - Townies are also generated to suit certain job roles in the game. Have you tried making sims of all the different job roles? Doctors at the hospital and nannies generated many townies for me. It might be a good idea to make many sims of the same job role, so there will be less townies generated for it.
- Ok so you mean, lets say I create my neighbor family, I would need to make them “find a job”, and lets say I select the medicine field, they would generate as doctors while playing my active household? How to do for nannies? Thank you for your help!
- The Reduced Random Townies Generation mod is probably what you want - it reduces townie generation and lets you assign service roles to existing Sims.
I haven’t used it myself, so I can’t help if you have any questions about how to use it, but it does look like the sort of thing you’re looking for.
http://modthesims.info/d/595445 - Beardedgeek727 years agoSeasoned AceMCCC (and also the vanilla game I think) will first look at unemployed moved in Sims, then at Sims "Not in world" and finally randomize new Sims if needed.
So what I do is fill my game with tons of households with 8 Sims in each that I don't move in, but have the status "not in world". Every time the game generates a rando sim I delete him and add 8 more sims instead. - elliebreton7 years agoLegendI detest the random sims and their ridiculous names and outfits. I filled my game with not-in-world sims for these roles and still get random ones.

It also has to do with age and gender quotas, I think. It seems unless you deliberately fill your game with elders, a ton will be generated.
Same for kids, obviously. If your child befriends someone in school and there are no children among your non-random sims, random kids will be generated. - janyses7 years agoSeasoned AceI don't even think mods can completely prevent random sims. There are too many instances where the game will need to generate them. Mods can limit it to an extent, though.

Again, it has to do with quotas, as well (it seems the game REALLY want elderly people in a lot of roles). Also it has to do with skill. It seems it's easier to replace mixologists; the game doesn't mind them having 0 in Mixology (you see them spilling drinks everywhere). BUT it seems the DJ's, specifically, is almost impossible to stop being random, because the game REALLY want them to have DJ skill 10 when showing up, because they are always the "headline DJ".
