What do you mean by "the money thing?" You can use the freerealestate on cheat so that you can move them without it costing money.

All it does is protect that household from getting deleted. I don't know how the already established families are effected. I always clicked on all the households I don't want deleted, just to be on the safe side.

I'm not sure if it's the same for every player, but my game generates about 4-6 new sims whenever I visit a public venue despite my bin being full of townies I created myself or downloaded :| Wish there was a way to stop it.
There doesn't seem to be any solution but to constantly delete the new sims, I do that.

I use this mod to basically stop townie generation. It hasn't been updated for seasons so there are some quirks, and for some reason it doesn't seem to work properly if you put it into a sub-folder.. but it's doing a good enough job for me.
Of course, if you don't have a large enough pool of homeless sims for the game to use, it will continue to generate them as needed, regardless.

Yeah, there needs to be enough that the game can work with. Then the mod will make sure that only those sims get used instead of the game creating more on the spot. I use about 50 homeless, unemployed sims in my game and with the mod it rarely generates any more than that. Go to manage households and add them to your households by clicking the heart under their family picture. Sims added to your households won't be culled. You can also move them into a house if you want. :)
Not sure about strays since I don't have cats and dogs. Do they show up in manage households? I would hope they work the same way. - For anyone who wants to get rid of hidden strays and ghosts I recommend getting MCCC. It allows you to control how many unnecessary sims your game spawns and you're able to delete them.
- @calaprfy - nothing would make me happier. I enjoy the Asian/Middle Eastern Townies in my game but would I don't want all Townies to be of the same descent - I want a good mix of everyone to make the genetics fun to play with :)!
