First, please try these steps to ensure your DLC is all fully installed:

  • Highlight The Sims on the dashboard
  • Press the Menu button on the controller
  • Select "Manage Games and Add-ons" 
  • You should see an option here to "Install" your DLC

If your packs are showing as unowned, please look over the Xbox purchase history for your account to verify you're logging into the correct gamertag.
