18T9 Are you still shopping? If so, an RTX 3050 mobile can run Sims 4, all current packs included, on ultra graphics settings, with some room to spare to accommodate custom content or ReShade. If you pile on the content, you might need to turn down a few settings a bit, but a mix of high and ultra should be fine. You don't need an RTX 4060, which is overkill even if it's nice to have.
A 4050 is predictably in between the two in speed, so it's a good compromise if it's within your budget and you'd like some extra power for ReShade or whatever else you'd want to add to your game.
As for Intel UHD graphics, I would stay away if you can afford better. While these graphics chips are much faster than the equivalents from even a couple of years ago, they're not in the same class as a dedicated graphics card or even as the highest-end integrated graphics available now.
