Children, toddlers and infants have one body type

After the recent update, when making child (or younger) sims, they are stuck permanently with an average weight. If I make them chubbier or skinnier in CAS then load into the game, they're back to the average weight. This only began happening after the update, and I'm not the only person experiencing this. Mods and CC are disabled, game repaired, game uninstalled and re-installed, cache cleared. Still nothing. Have children been updated to only have one body type?
