DLC installed but not showing in game, helpp!

I've been having this problem for a few months now and don't know how to fix it as I have no computer skills haha. So basically, all of my packs on both EA and steam are installed but when I go into the game only the one's purchased on Steam are actually on the game. When I look at the packs in the store within the actual game it says something along the lines of "Make sure the Sims 4 is fully updated, view system requirements for the Sims 4" which I checked, and I exceed all the requirements on my laptop as well as having my game fully updated. I've tried just about everything to fix this, clearing caches on both steam and EA, repairing and checking the integrity of the game, uninstalling and reinstalling the game, and running EA as administrator on my laptop. I'm really not sure where to go from here, I just miss playing my comfort game with all of the things i purchased throughout the years. Any recommendations would be highly, highlyyyyy appreciated.
