Downloading DLC off of Steam and EA HELP

I’m having a tough time figuring out what to do. I bought Cottage Living off of Steam because there was a good sale, but I usually buy all my DLC from EA (where I bought my game as well). When I downloaded the new DLC and opened my game, it wouldn’t let me select a world due to not having my other DLC installed. I downloaded Sims 4 off of steam to see if that would let me play but it still didn’t. Even after deleting EA’s Sims 4, it still wouldn’t let me play through steam.

How can I get all my DLC downloaded to one area? I tried looking it up on Google but I haven’t seen an actual fix. I also tried reverifying my files, and trying to access my DLC through EA to uninstall/reinstall (that is no longer an option for some reason except for two packs)
