hlawson2019 Thanks for the dxdiag, which makes the main issue clear: your computer is almost completely out of storage. 1.5 GB free isn't enough for Windows to maneuver even when it's not trying to run a demanding game like Sims 4, and the crashes in your dxdiag are consistent with the results of not having enough space.
I realize that freeing up more space on this machine is going to be difficult if not impossible given the size of your laptop's internal drive and the space required by Windows and Sims 4. In the short term, you may be able to delete some files in Downloads you've already used. Longer-term, you may need to install the game on an external drive, or eventually look into a new computer, one with 256 or 512 GB total storage.
