For the other part, installing the game elsewhere has no effect on the location of the user files. They're completely separate from the game's program files, and the user folder will still be in Documents > Electronic Arts > The Sims 4. If you want them to be on your D drive as well, you'll need to create a symbolic link to tell the game where to look. Here's how:

You can move this folder almost anywhere, but do NOT combine it with the game's program files (the Sims 4 folder that has subfolders like Data and Delta). If you've installed the game directly onto D, make a new folder on D and put the user folder inside that.
