Pack that won't start even though the game screen says it was purchased.

I installed Sims4 from Steam.
I was told that I could use the packs I purchased from EA even if I moved to Steam.
As a result, the game screen says I purchased it and that I can use it if I install it, but when I look at Steam or at the EAapp, all I see is the words “Buy it” and I can't install it from anywhere.
Because of this I can't use all the DLC packs.
Where did my packs go?

The first time I started up on Steam, a new account was created and linked to my New account, so I merged it with my old account.
Could that possibly be the reason?
Does this mean I have to repurchase all the packs?

    It sounds like you may have linked the wrong accounts together- this isn't something we can check for you over the forums, but you can contact live support so they can take a look and explore some options with you.
