I haven't had issues with not being able to drag stuff into the trash until the update, I've had issues with my sims not cleaning up properly before though.
I found this pic I took on 06-25 because I couldn't clean up the dish on the blanket. So I believe that is when the problems started happening.
what is crazy about it is my sims couldn't clean it up but later I saw their child go out and grab it and he was able to.
