Any platform accounts linked to your EA account after that date won't merge over their data.
So if you linked a Steam account after that date and earn skins on that account before the merge happens, then those skins won't transfer over.
When cross progression rolls out, you'll be able to access your Xbox content on PC, though the data from PC will just go away (or not transfer over to Xbox)
In your case you have nothing to worry about, since you don't have any content on your PC account anymore.

Separate EA accounts cannot have their progress merged.
If there are multiple different Apex accounts on your console, those would have their own EA accounts as well and would not be merged together.
So if I played Apex on Xbox but switched to PlayStation my accounts won't be merged?
How would one go about accessing an xbox account from pc, I have a very similar issue to this persons.
- @XHelperZ I have some doubts: on short I wont be able to link my Steam acc to the EA/Xbox acc, but I dont care about the progress from the Steam, as I havent played that much. My main acc is from Xbox, which is linked to my EA acc. My questions are: What will be the procedure to carry over the progress from Xbox to PC? Do I need apex to be installed from Steam or EA App?
Your Xbox progress should be available via the EA app once cross progression rolls out for you.
If you want to have your Xbox progress on Steam then your Steam account needs to be connected to the same EA account that your Xbox is connected to.
If that's not the case yet, you could unlink your Steam account to the EA account your Xbox account is connected to, once it rolls out you should be able to access your Xbox content on Steam.
Keep in mind that you will lose your Steam progress if you do decide to link it to a different EA account.
