Thanks for including the screenshots - those are helpful.
The error (PAK_LOAD: Failed to decode oodle pak file) suggests Apex isn't able to read one of its game data files, while the Easy Anti-Cheat 30005 error can occur if the EAC service is being blocked or fails to start.
Since you've already verified the game files several times and closed your usual background programs, I'd next try moving Apex to a different drive if you have one available, or open a command prompt and use the chkdsk /scancommand for the drive it's currently installed on to check for file system issues.
After that, try using these steps for a Clean Boot and test the game again. Even if you've closed visible applications, background services can still interfere. If that doesn't help, could you let us know whether Apex is installed on your Windows drive or a secondary drive, and whether you've already tried a full reinstall?
