Choppy Gameplay with RTX 2080 & I7-9700k

So, basically, I've had this problem on my old rig as well (A 1070 and a 8700k cpu), but it was even worse.

After buying my new rig, I was under the impression the problem will go away, but I'm still experiencing it. It just got a tad better.

Essentially, the issue I'm having is pretty subtle, but when trying to play competitively, it's disastrous. I have a 144hz BENQ screen and I run the game on (mostly) the lowest settings.

I track my FPS and I'm usually stuck at 143-144. However, the gameplay is (almost) always choppy. When I run and strife around or move my mouse fast, the screen is tearing up a little bit and it causes everything to not look as smooth as it's ought to be. For comparison - even peoples' streams on twitch are looking smoother to me, even though I watch it on my 2nd, 60hz screen, with stream quality and all; while the quality is lower, their gameplay seems smooth and the mouse movement never looks choppy or slow.

I've been playing around with the in-game settings, trying to find some way around it, sadly without success.

It really begins sadden me. I've been trying out other games and had no issues, whatsoever. I'm kinda stuck because I don't know what this issues stems from. Could it be a connection issue?

Any help would be highly appreciated.

    Screen tearing sounds like it's most likely caused by something in your game settings. Usually when I see screen tearing it's because my display's refresh rate isn't lining up with the in-game frame rate. 

    There are some things that can help with that. If you enable V-Sync in your game settings that can usually help eliminate the tearing, but you might notice some input lag. Also, if your display is G-Sync compatible you can try enabling that to see if it helps. It will change your monitor's refresh rate on the fly to match up with your in-game frame rate, and that can usually help out a lot with screen tearing. 

    If you're still having any trouble after that can you send us a DxDiag so we can take a look? You can find more details on how to pull one up over at the EA Help site. Once you have the file you can attach the file to this thread.

    Have you checked that your NVIDIA drivers are updated to the newest version?
