Duos with a pre-made team, matchmaking players queue stays in single digits

I have been trying to queue into a Duos match with another player and matchmaking will say "7 Players in Queue" and the number of players will fluctuate up and down but no higher than 12 players.  It will then eventually drop to 4 players and stay there.  Is there going to be a fix for this?
