If I'm correct, using another steam account would result in you playing on a different account.
(I'm not sure about that, somebody please correct me if I'm wrong)
So that would explain why you wouldn't have received your heirloom shards.
You could unlink your EA account from your previous steam account, for that you have to contact EA through their ticketing system:

Though do note that if you've bought packs on the new account that this progress won't transfer over to your older account.
Do you understand my mood? I recharged funds to buy apex coin to get an heirloom, but I didn't receive anything? .. It is far from my expectations..😢😢
