GTX 1080 - Poor performance @1080p

I'm rocking a GTX 1080 @2000mhz, supported by the new i7-9700k @4.9ghz on all cores, 16GB of DDR4 3200mhz RAM, an SSD, etc., and for some reason @1080p, my PC seems to struggle to maintain 100+ FPS. In fact, it usually resides way below 100 FPS, around 80-90 FPS. Also, even when it does go above 100 FPS, it never feels truly smooth, like every other game does.. I've noticed that the GPU load is between 95-100% all the time.

Now, correct me if I'm wrong, but this game doesn't look nearly impressive or good enough to be THIS heavy on my reasonably High-End PC and GPU. Mind you, I'm playing @1080p, which makes it even worse... Is the optimization of this game so f*cking bad? Or is something up here?

Either way, it's very frustrating, and I'd love to hear from people with a similar build to find out how the game is performing for them.
