This could be looked into but you would need to contact help center.

From my knowledge you have a 1/500 chance to obtain an heirloom and on your 500th pack (one time only) you're guaranteed one. May this be true and or false, someone can fact check this.
The chances of getting one are low and it may feel that way unless you are dropping a good sum of money over time. So it may feel like you've opened hundreds of Packs, when in reality, it's bad RNG.

I can suggest to keep collecting your Packs and opening them and hope you get one soon.

That's a weird issue, have you always been playing on the same platform or have you played on console and pc ?
