Is cross progression still available after the previous rollouts are done
To clarify further, all accounts currently have Cross Progression at this point.
This means progress you have on an EA account can be shared by other platforms connected to the same EA account, whether now or a platform you connect in the future.
Keep in mind that you still cannot transfer progress from separate EA accounts, however. This was never possible and was not the goal of Cross Progression.
