Missing Apex Packs from Ingame Store Purchase

Thank you in advance for any help - to be clear I did contact EA customer support who were unable to conceive the problem, and then when they could, they didn't know what to do.
I play Apex through Steam.
I purchased 10,000 coins
I spent some of those coins on the Pathfinder Shop item "Memoir Noir" which contained the skin, and 40 Apex Packs.
(the issue) 0 out of 40 Apex Packs delivered, subsequent log in / log out have not generated them.
Since Steam did the transaction for the 10,000 coins, EA have no record of it, so EA can't offer a refund
Steam, take no responsibility for anything and all their links on their page point to help via EA, in addition to this Steam did 'good' on the transaction for 10k coins, they fulfilled their part. The element that is broken is in-game.
EA advisors you speak with either don't have a button for this situation and say contact steam, if you do manage somehow to contact Steam as I did via Twitter they say the issue is with EA.
Am sure I can't be the only person who has experienced this chasm where no one is at fault but somehow the customer has the issue.
Welcome any guidance (I have of course considered just ignoring it and 'cest la vie' but I wanted to at least try a bit to resolve first!)
