Low FPS RTX 4070TI I9 13900K

For some time now, I've had ridiculously low FPS, never exceeding 200 fps. I've seen posts on X and I'm not the only one with low FPS  with an Intel processor. Maybe I need to configure something in Windows or some parameter, but it really doesn't make sense that a game like Apex runs so poorly and BF6 on ultra runs at over 240 FPS.
When I stream, the FPS reaches 140-160 FPS...
