So thankfully the folks over at the studio put together this handy chart to tell us what each of those symbols in the top right of the screen means.
So as we can see here it looks like you're getting some packet loss. To try and see if this is either your connection, or your ISP's connection to the servers I'm going to ask you to run a UO Trace which you can find at this link.(Under how to run a UO trace)
Once that's completed please take a screenshot of the results (Remove your IP address from the screenshot using Paint or another editing tool) and upload it here, then we can take a look and see where exactly the packet loss is happening and determine our next steps.

- EA_Rtas@MrBigBrainThe2nd Thanks for that! I took a look there and it seems you're getting packet loss on the last step. Basically it shouldn't show anything other than 0 or 100.
In this instance it doesn't look like theres any issues on your network side considering the first section of the UO trace so it looks like you may have to get in touch with your ISP and let them know whats going on and see if they can help.
If you're still having issues after that pop back here and let us know and we'll see what else we can do.
