All accounts have Cross Progression enabled at this point, so platforms connected to the same EA account should be able to share the cosmetics. Content on two separate EA accounts cannot be combined, unfortunately.
That you're not seeing this happen and seem to have two separate EA accounts here (one using a Gmail address, the other a Hotmail address) likely means your PC progress and PlayStation progress are on these separate accounts.
The login differences you've noted would indicate your PlayStation progress is on an EA account under the Hotmail address, with your PC progress seemingly attached to the EA account under the Gmail address.
From what I'm able to see about the account you're posting with, it did have PlayStation progress merged to the EA account with Cross Progression, but there wasn't any PC progress to merge.
You should be able to visit the Connections section of your EA account page to verify from your end which accounts are linked to a particular EA account:
