The Apex Legends team is investigating some issues with the fill/no-fill options not working properly. It sounds like that's most likely what's happening in this case. The issue has been added to the Apex Tracker, but at the moment we don't have a time frame on when it may be resolved. I'd recommend keeping an eye on the tracker for updates.
