@qumastI use TeraCopy by Code Sector and I have this problem too, but turning off the service and disabling the use of TeraCopy for file transfer doesn't help

It must be something similar, a utility that runs and makes the graphics do this, it might not be TerraCopy. Keep trying to kill stuff. You don't need to restart the game to see if it worked. Just have it open, windowed and move cursor on it to see if killing last proggy worked. Others have reported logitech's G-hub, EA's in-game display etc. I got a Razer Orochi mouse but got same results with any mouse, and even when remotely moving my mouse cursor for example through remote desktop.
