To confirm, any accounts going forward after the Oct 26th date will work with cross-progression. 

It's that you won't keep anything you had on said account (in this case PC) if you unlocked anything between Oct 26 - Whenever your account went through the Cross Progression merger.

If your account (Xbox & PC) is linked to the same EA account, once your account gets the message about cross-progression you should be able to see the items from the highest account on all other linked platforms.
