Yes that's correct.
So when your platform accounts merge on account 2, you'll have your Xbox content on Steam whilst also losing the progress you previously had on Steam.

I had the same situation only swapped accounts. I got the cross progression message on my PC account but nothing happened. After looking at where my Xbox account was linked it was the wrong account. a profile I've used maybe twice. So I unlinked from the wrong account and linked to the correct one. No change on my PC account though. Do I have to wait for the message to appear again? Is it going to appear again?
