Hey guys, i tried something and it has eliminated most of my stuttering. I'm not saying all stutter is gone, but game is playable. I found this fix actually here written by a mod i guess.
I started with a clean boot: https://help.ea.com/en-us/help/faq/how-to-clean-boot-your-pc/
After that, I went to regedit to modify apex value. I have actually done this before while i was searching for a solution, but this time the number of the value is different.
These temporal fixes, however, are not to be taken for granted because devs need to find a permanent fix to this. It's not up to us to do these things.

@AbysmalEzGame Edit: The clean boot did help. The game, however, went back to stuttering just like it was before. That is why I said this solution shouldn't be taken for granted. Devs need to patch/fix this issue asap. I have also noticed that Apex stresses my cpu more than it should (going over 70% when it usually sits around 30%) in both lobby and BR. That said, the cpu goes back to normal when i'm in firing range.
