Stuttering with high end pc

Hello,

I love the game, but I'm having trouble with smooth gameplay since season 1.

For context, here are my pc specs:

Graphics card:      ASUS ROG Strix RTX2080 8GB

Processor:             Intel i9-9900K Boxed

RAM:                       32GB DDR4 3.200 mhz

Storage:                  Intel 660p 1TB SSD M2

Monitor:                  144Hz Full HD Samsung LC24FG73FQUXEN FreeSync (I know, FreeSync with Nvidia card was accidental)

It's either playing without input lag but with a really weird kind of screen tearing, or playing with input lag and sometimes (once every 15 minutes) having a fps drop for about 0,5 seconds without the fps actually dropping. It's like the refresh rate is dropping to 60hz for a split second.

The really weird part about the screen tearing issue is that I can't see clear tear lines. It looks like a slice of the screen (probably around 1920x300 big) is moving in a lower refresh rate. This slice is not static, it moves from top to bottom continuously. When I try to record this issue, I can't see it on the recording. This is probably because I can only record up to 60hz and 60fps does not look smooth on this monitor.

Things I've tried:

- All V-Sync settings

- Scanline Sync (did not get it to work at all)

- Rivatuner Statistics Server (not resolving the issue)

- Looking at the "actual" refresh rate, which is 143.98 and changing the fps limit to 143.97

- updating all drivers and windows etc.

Things I haven't tried:

- Buying a G-Sync monitor.

Does anyone have experience with this issue? I just can't get Apex Legends to run butter smooth. All other games run completely fine on my system.
