My blocked account was somehow linked to an account from XBox Game Pass, I can't unlink it in any way, emails to EA are answered automatically within two minutes with an auto-reply from behind the block.. It is not possible to create another query for a different topic.. What to do?
In order to unlink the account you will first have to have the (Block/ban lifted).

And why this way? On what basis did EA decide that it has the right to manage accounts from other platforms? How did my blocked account automatically link to another account on another platform? In this case, it is a violation of my rights established by my country. Tell me please
Sounds like you may have been hacked.
You will have to recover the hacked account and associated e-mail before you can do anything else.

Once you have done that you should contact the TOS team about the ban.
