Very unstable frame rate on original PS4

Been playing apex daily since season 0 and since around the middle of season 6 the frame rate has become unstable. Currently Fight Night patch and Season 8 have been the worst frame rate every game, not an isolated situation. 95% of the map runs at 45-57 fps, but anytime there is action the frames drop to as low as 32-45. Some areas are hard stuck at <45 fps. The only time I'll ever get 58-60 fps is when I'm near the edges of the map facing the backgrounds and it feels like a whole different game and makes playing regularly miserable due to such a very low and unstable frame rate. 

I have tried lowering FOV (doesn't do anything as the frames drop based on areas of the maps), rebuilding database, lowering every possible background processing the ps4 does to the bare minimum, power cycling, reinstalling the game, but still have the same frame rate issues. 

Question is, will console players get any graphics settings like PC does? I see streamers and pro players turn down HD textures and shadows etc to maintain 150+ fps. Can console get these same graphics options as well, because turning down these HD textures and shadows like PC players should help just to even maintain at least a playable 55fps. Old generation consoles are pretty much like low spec PCs and Apex is outgrowing the older generation, I feel like older consoles should also get the same kind of settings as PC to keep up performance. Not only for the sake of game performance, but also performance of the players as lower fps (especially when it is unstable jumping between the 32-45 range during fights) hurts a players tracking.
