Bot Backfill has the same issue in Official Matchmaking since they messed around with Portal XP but nothing was done about it since. If you're the only person in the lobby, unlucky, guess you're not playing that mode today. Because you'll be waiting forever because Bot Backfill never fills to the required players to start the game.

And that's not even touching on the matchmaking issues and how poorly made the Portal server browser is.
