[SPAWN PREVENTION] Vehicle Spawn Blocking + Round Start Chopper RPG

just make it so, whenever someone uses a chopper, give them a penalty when they die with chopper so as soon as they spam click chopper again they have like a 5 second delay before they can enter, whereas other people get the chance.. this is fair for every1 in the game.
