99% GPU & 5 FPS / 10s Input Lag - RTX 3050 - Fix the game or Refund!

I have an RTX 3050 and an i7 11800H, yet the game is constantly stuck at 99% GPU usage and drops to 5 FPS. Even though I should be able to run this game at Ultra settings, I am forced to play at the lowest possible settings with 50% resolution scaling, barely hitting 30 FPS because of this disastrous optimization.

Even when I accept playing at a miserable 30 FPS, the game becomes literally unplayable due to input lag that lasts up to 10 seconds.

I am beyond frustrated and disgusted at this point. Out of my 42 hours of "playtime," I have spent 25-30 hours just trying to fix these issues, and I have achieved absolutely nothing. Out of the 15-20 hours I spent trying to play with "mud-like" graphics, at least 10-15 hours were ruined by this pathetic input delay. In total, I have maybe 5 hours of actual gameplay.

I have already tried every single "fix" or "solution" suggested online. Do not offer me any more "steps to follow" or "settings to change." I am done trying to fix a game that I paid for. I am at the point of physically breaking my computer. You still haven't provided any real solution and continue to ignore us.

Either fix this game immediately or refund my money. This level of incompetence is unacceptable.
