[NCQE] Outdoor Loving Sim Can't complete task

I am trying to complete the "Have a Sim Spend Time Outdoors" task for Nature's Calling. However, my Sim has the trait "Loves Outdoors" and so I'm not getting the moodlet it seems the event calls for. I have had my sim spend over 24 sim hours outdoors, and it's still incomplete. Help!

The moodlet pointed to is "Fresh Air! (From Loves Outdoors Trait)"

 

I have tested this both with and without (removed) mods. It did not change anything.

    For anyone having this issue, my missing "spend time outdoors" moodlet was solved by returning to the Foundry Cove location. The moodlet reappeared as soon as I traveled back to the same lot. Hope this helps!

    I did some more troubleshooting this morning, and when I went into the save that I was in when this week's tasks popped up (not the save I normally do these events in) , the moodlet was there. So, I guess you can only get this moodlet in one save.

    So, I moved back to the first sim and started doing "green activities" no idea what those are, but that was the moodlet I got, and the quest randomly completed??? I'm so confused.

    I have now also tried this with two sims that do not have the "Loves Outdoors" trait and still no moodlet.

    The "have a sim spend time outdoors" moodlet never appears, rendering the task to have a sim spend time outdoors impossible to complete. 

    I have tried in 3 different saves, 2 existing which has never been opened with mods installed (mods and and cash files removed and game repaired before opening it), and 1 new (once again after removing the cash file, repairing the game and restarting my computer).
